Allan Parnell, Ph.D., is demographer. He is currently Vice-President of the not-for-profit Cedar Grove Institute for Sustainable Communities and President of McMillan and Moss Research.  His AB (Geography), MA (Sociology) and PhD. (Sociology) are all from the University of North Carolina at Chapel Hill.  Prior positions include Research Associate, Committee on Population, National Academy of Sciences and Assistant Professor of Sociology and Senior Fellow in Demographic Studies, Duke University.  He has been the Principal Investigator on grants from NICHD and NIA.  

Allan’s current work focuses on demographic analysis for policy and economic development and demographic analysis to support social equity.  He has served as an expert in numerous civil rights cases including:  Everett et. al. v. Pitt County Bd. of EducationGreater New Orleans Fair Housing Action Center et al. v. St. Bernard Parish et al.; Latinos Unidos del Valle del Napa Y Solano, et al. v County of Napa.; Anderson Group, LLC v. City of Saratoga Springs; The Inclusive Communities Project, Inc. v. The Texas Department of Community Affairs, et al;  and Jerry R. Kennedy, et al., v. The City of Zanesville, et al.
